Ability to turn on recommendations for teachers without turning on requests for students

Currently you set a date and  time for both recommendations and requests to go live for students by grade.  We have our teachers input recommendations prior to the students being able to put in requests for courses.  This way the students know what courses are suggested for them.

    Can we also disable student view by School Level? We have incoming 9th graders who we would like to disable viewing access for.
