New Report Card Builder: Extend Grade Labels to have longer character limit

Currently, only 20 characters display from a grade label out of the translation. However, these values can be much longer. In our specific case, we have teachers select 2 distinct values, which are essentially Assessment Skills.

However, these skills can approach 50 characters in length, and this truncation by the Report Card Builder causes our approach to not work.

    This idea says 'implemented' but this isn't the case. Grade labels can be longer than 20 characters, but still cut off any characters beyond 20 on report cards.

    Seems like the fix for this didn't work/no longer works.

    We have grade labels that can only be shortened so much, so we just can't include them in the translations - only as text on the actual report cards. Teachers complain that they'd like to see the label during their grading.
