Everyday communication needs to be sent out by teachers, staff, and other school members to a subset of the community that is not necessarily organized by a group. For example, a communication to a subset of grade level parents who have not sent in their student preferences for an upcoming trip. (And other more important communications.) We need to be able to select a subset of recipients from a group of people in order to send targeted information.

This applies across the board - Pushpages, managed lists, Group communication via the rosters, etc.

This is an essential missing feature.
