It was released the end of June. It is currently available to teacher, student, parent roles on opt-in however advisors will be added in the next month or so.

this is available as an opt-in notification. Admins can enable the notification for certain roles, and then users in those roles can go to their notification preferences in their profile and opt to receive messages if they like.
