Allow messaging to be restricted by personna type.

We don't want messaging for students without some tracking, but we do need messaging among staff! Or make official notes available as a staff-to-staff option.

    We love the messaging feature, but it would be wonderful to be able to turn this feature on and off for different roles, school divisions, or grade levels. For example, perhaps we would want messaging on for high school students but not for elementary school students. Currently, it is either on for EVERYONE or NOBODY.
