Allow for Report Card List to Limit access to Report Cards

In addition to Roles to limit school year access, I would like the ability to limit access based on a report card list. This would allow me to let only the students who have grades under 80 be able to see their Mid Quarter Reports (Progress Reports) which is a report card.

    We don't give grades on progress reports, but it would be helpful to be able to print only those students who actually have a comment in the progress report.
