Official Notes: when approving, more options (schedule a time/ 'all' in bulk) regarding 'send email' (notification)

Currently, when approving official notes, you can also send the notification email at the same time.


We would like the ability to send all approved, unsent messages at once, so that we do not have to open each message again to send the email notification.
