Particularly for content-area skills, a rating approach may need to be different year over year, or at the end of every marking period. For transferrable skills, should a school ever decide to adjust their approach their should be a way to preserve the past, and then initiate a new set of transferrable skills with a new rating system. It doesn't make sense to be locked in functionally forever.
