Keep students picture from previous years on report card

Our teachers are needing the students' photos to remain with their report card from previous years. If a report card is not an accurate snapshot for each year then it is not reliable. It appears the report cards change from year to year and do not remain a separate instance.

    In general, report cards need to be a snapshot of the time they're reporting on. The new builder is intended to have only a few templates for year to year use (not new ones every grading period/year), but that doesn't work if they end up being too "live" - some things need to remain static based on the time of reporting.

    Oh and the principal at the time the were in during that grade.
