Keep withdrawn students grades on previous years gradebook lists.

While researching last year's grade books via grade book lists, I noticed that this years withdrawn/non-returning students were missing from the class roster in the grade book. This does not allow for an easy review of a previous year's class section, you have to look up those students individually.

    This is also a major issue for teachers who want to download a PDF of the years gradebooks for their records. We have no way of seeing withdrawn students gradebook entries without re-enrolling them.
