When building a form and selecting to have one of two parents to sign parent who did not sign should be able to decline the form and have it reflect that and stop sending reminders. It should see it as complete. Currently the form is not seen as complete in this situation when it has been declined. The reminder sent is completely out of control as well. Once the form status changes it should stop sending it.
