When importing "Required" course requests the system asks for a "required_by" field.

Required by (firstname and lastname must be an employee or online signup manager).Required if type=Required.

BUT - if you do not include the required_by field the import still goes through as a "Request".

I am requesting (hah) that when the "request_type" is Required, and there is no "required_by" field, that the import fails instead of changing the type into a request.
