Create a View Only option for the Gradebook for Administrators/Department Chairs

Department Chairs and Administrators need to be able to view gradebooks for teachers, for supervisory purposes, but generally, should not be making changes to the Gradebooks.

    See support case 020571115. Some grading details are not visible to Gradebook managers. It will be a problem in this situation, too.
