Gradebook managers should be able to see all assignments for a student on the See Student Gradebook page (launched form the gradebook under the student's name). See support case 020571115.

Currently, if the teacher did check the "Publish grade" option in the assignment details, a Gradebook Manager will not see the assignment. What Gradebook Managers see should not be limited by the "Publish grade" option.
