This apparently isn't on the roadmap, which means we will have to wait until next year to start using it.

Agreed - we absolutely have to have a way to do this and were told when we signed up it could/would happen

If this feature isn't available at the general release of the conduct module, I will be extremely disappointed. Without this feature we will have no in-system access to historical conduct.
