Adding Time feature in addition to Access Dates for Report Cards Merged

This is definitely a want and it would be nice to have the time access in addition to the date access for report cards. This way I could set it for a time to be viewable for parents and students.

    I second this. Adding a time box to the display date seems like a no brainer. We historically have also posted our report cards at strategic times in a day to ensure we can triage any immediate feedback given by parents.
