Make the Report Card Header Editable

Most of our students have multiple advisories (therefore advisors) and to have them all listed in the header looks cluttered and is confusing to parents.  Currently there appears to be no way to edit the header.  Add a way to toggle the header Advisor line on or off.

    This has been implemented with our new report card builder that was made available to all onRecord sites in the July release.
