Ability to create Exclusion Categories.

My recommendation is to allow us to create categories that you can select each time rather than a description that is listed numerous times.

Currently, when entering Exclusion Descriptions for groups at that time, it creates another exclusion in the dropdown with the same description. When you filter on an exclusion, all of same descriptions are listed numerous times. Someone may select just one exclusion filter and not get the complete list.
