Allow more flexibility with Official Notes recipients

Currently, Official Notes only permits inclusion of recipients from these groups:

Advisor, Coach, Teachers, All School Teachers, Dorm Supervisors, Parent, and Student.

Activity and Community Group Leaders are missing, which is causing some problems, since these group types can be chosen for recipients, but the instructor will not see the note of receive an email!

In addition, we would like the ability to further select or filter the list of recipients. For example, if Dorm Supervisor is selected, and we have defined Dorm Director, Dorm Assistant Director, and Dorm Staff, and types, we'd like to be able to select these specific types.

A further, or alternate, enhancement to the above would be to expand the actual recipient names into a box similar to how a Group is expanded, so that the sender could see the list of names, and remove those they do not wish to receive the message.

I definitely agree that Activity Leaders should be able to receive Official Notes.

We haven't really used Activities yet, I was part way through setting it up mostly for Official Notes benefits - and then was surprised to find that it simply can't be used that way. So that project stalled before it could even start.

(...not surprised to find a 7 year old idea with the same questions....)

Activity leaders play a large role in our school (like our sport coaches), but are excluded from crucial information that is sent through Official Notes - absences, illness, concerns, IEP notices, etc. - so much is lost, and the sender never thinks about sending another email out on top of an official note in order to inform those Activity Leaders.

This seems to be no brainer. Official notes should include the ability to send to activity leaders.
