Ability to delete reported Infractions rather than just set status of 'Deleted'

Need to be able to completely remove reported Infractions from the database - for example, test infractions that were created are still visible along with other 'deleted' infractions.

    Also, if an infraction is marked at "Deleted," the any consequence attached to that infraction should also be deleted or marked as such. Currently, the consequence stays as Pending! (Fortunately, it doesn't show on the student end, but it makes management on the school back-end more difficult.)
