Add the capability for foreign characters to be used in Report Card Comments
Specifically Chinese characters do not seem to be supported for Report Card Comments and appear as ???. This seems to be a system-wide functionality as other text fields also do not support those characters.

Related ideas
It's confusing that they can use foreign language characters in the grading area, but they are not supported on the report card view. Ideally, we would like to have those characters to be enabled across the platform.

Yes. We need the ability to relay to parent foreign characters. Here in Hawaii diacritc marks when they are excluded it changes the language. Doesn't seem like Blackbaud is being supportive of it's customers cultural and educational communication needs to paying parents.
