Allow schools to choose whether or not to include dropped courses on transcripts

Currently, the only way to prevent a dropped course from displaying on a transcript or report card after grades have been officially recorded is to delete the grades before dropping the course. We would like an option on transcripts to hide dropped courses so that we can retain the attendance and grade information.

    This has been implemented with the 7/24/19 release for Student Information System in the new Transcript Builder.

    We would like option to show drops if done late in term but not if done earlier.
