Student absence tiles on progress page only show if an there is an attendance of record absence

Currently the attendance excuse type summary tiles on the student's progress page show up only if there is an attendance of record absence recorded. Users can click into the number and are able to see ALL absences, not just the attendance of record absences. However, if there are absences recorded that are NOT attendance of record, the excuse type tile will not display. The user is not able to click into anything to see those absences. It would be good to have access to all excuse types in a clickable tile.

    I think I have stumbled on a related issue with the Student Absences tile on the Progress tab of the student profile...the tile is showing "0" for teachers who are not associated with the student (they do not have the student in a class, advisory, etc.) even when there are absences present on the student's attendance record.

    Teachers/advisors who are associated with the student see the correct summary number (as do Attendance Managers and other users with elevated access in the system), but regular teachers see a zero, which is inaccurate and confusing!
