To eliminate the issue of a family accidentally applying for the wrong aid year, the previous aid year needs to have the option to deactivate manually OR deactivate when the application close date occurs. It shouldn't be visible to families.

We had a family apply despite the year being closed and were told by Blackbaud that "they won't be able to do that" and that it's acting "as intended".
