I realize you submitted this back in January, I apologize for the delay! It should not be possible for a parent to submit and pay for an application unless every required field is completed. If this happens again, you can submit a bug ticket through support. Regarding the warning, we do have similar language in the terms section that the parent is asked to read, and then check the box agreeing to the terms.
