Allow numbers and symbols in | Ideas for Blackbaud's K12 products

Allow numbers and symbols in "Reason for Change" box when changing a family's payment plan.

Currently the reason for change box doesn't allow symbols or numbers. This is ridiculous as we cant put a date or a "2 Pay" note or anything.
