'Do not use' accounts in Fee's and Discounts area - can they NOT be carried over into new term?

When we have items in our Fee's and Discounts area that are marked 'Do not use' can we not have those items carried over into the new term. It seems like a lot of unnecessary baggage to be rolling over with the database that we have to sort through year to year.

    Financial Edge- Setup GL Account Numbers
