If late fee waivers round up, schools should get the additional waiver

School waiver allotments are 10% of the school's active family population. However, if a school has an active family population of 108, 10% of that is 10.8. This rounds the waiver allotments displayed up to 11, however in reality the school only has 10 waivers to use. This causes confusion as schools believe they have an additional waiver that can be used that they do not actually have.
