In competency based grading the commenting is done at the individual assignment level. It would be nice if skills could be commented over all as well.0

Label Publish Date/Time Fields
It causes confusion to have blank, unlabeled boxes for Publish Date/Time when publishing News. This could easily be remedied by either adding to the labels in the header, or by using an autofulled tooltip in both boxes.0
