Ability to have News Detail show the same in the Resource Board news story

We would like an enhancement that allows onMessage news detail stories to feed into Resource Board new stories.

Access to Emergency Bulletin

I want to be able to allow roles other than Platform Manager to access the Emergency Bulletin. I want to put other users in charge of the Emergency Bulletin, but do not want them to be Platform Managers.

Allow an Emergency bulletin to persist even when user has closed it

I would like an option when adding an emergency bulletin to make it persist - that is, when the user closes the bulletin on the onMessage website, do not track that they have seen it to prevent display in the future.
