Freeze header block in onBoard and K-12 Core

Offical Notes: Sort "Templates" under "Note Types" or organize differently
We have a fairly long list of Official Notes- it would be great if we were able to categorize them in a way that made them visible on the same screen. Perhaps listing them under the "Note Types" they apply to would work.0

Emergency Bulletin update delay
I would like Emergency Bulletins to get priority when updating their information to the front-end site, so they do not take 5-10 minutes to update if there is a correction that needs made.
