Keep the "send date" on pushpage issues that get archived.

Currently, the [send date] code in the pushpage header works when the issue is emailed, but it goes blank when the issue gets archived.

Add TTY Phone type

We have staff and students who are deaf. It would be helpful to add a phone type of TTY in the contact information. As it stands, there is no option available in phone types.
