BMS needs to move away from being a payment platform to an actual billing subledger to the general ledger. We need the ability to generate charges and credits on an ad hoc per student record basis, not just bulk generation or automatic generation of charges. The Sub ledger must allow for specific, unique adjustments in each account or it's not actually a true subledger and student billing program, it's a payment processing platform pretending to be what SB7 was.
