Eliminate Default Admissions Year Requirement for Committee Members to View Applications

Currently, committee members need to be assigned to a committee in the current admissions year in order to see files in "Committee Review." However, for institutions that have students applying for programs in the current academic year as well as the next (which is the default admissions year), this "filter" makes it impossible for those faculty who are only on a committee for the current year to view applications. As it is easily done (and likely necessary) to update committee personnel each year, there is no reason to have an additional filter/requirement that a reviewer be assigned to a committee in the default admissions year.
