Allow Faculty to Edit Attendance from LMS Merged

We do not want to assign faculty the Attendance Manager Role. If they are allowed to enter attendance in the system for their own courses, they should also be allowed to edit it.

    For Higher Ed, faculty are the final arbiters for class attendance, at least at our college. There should be an option to allow faculty to modify attendance by default.

    In addition, it would be helpful if faculty could view/edit attendance from their class page.
