read-only impersonation Merged

we would love the ability for certain people (teachers) to be able to read-only impersonate (shadow) others.  for example, allowing teachers to shadow students.

    It would be great to have Dept. Leaders impersonate teachers in their departments to view lessons, assignments, assessments, gradebook, and grades without editing privileges.

    Yes, but in order to do allow this, the securities must be in place allowing access only to students whom they teach.   I would like to allow this for advisors as well, again, only for students that they are responsible for.
