It would be useful to be able to organize resource board downloads in a tree structure that can collapse and expand.

This should be added not only to Resource Boards but also to Bulletin Boards, Topics, etc. Anything that has sub-categories for Downloads ought to have this feature. If a collection of Downloads reaches more than 15 or so the view is unwieldy even with sub-categories.
