Do not mark messages as viewed if viewed while impersonating a user

We would like for inbox message to not be marked as read if they are viewed while impersonating

Thanks Petra - but this one will stay separate because it is much easier to fix these ideas one at a time instead of a big structural change to handle view only mode

This could be merged with:
