unread official notes appear at top of list (even replies) Merged

When a candidate or her/his parents replies to an official note it should appear at the top of the list to avoid scrolling through the 1,000's of other notes we send in order to find the 1 or 2 replies that come to notes sent only a week ago.

    Yes, I agree that the replies to an official note should appear at the top of the list. This will really help to save time and we also want to ensure that we don't miss the message from the families.

    Even after filtering and seeing the green messages, we have to filter through hundreds of official notes to find all the parent replies. This is because they appear in order of the date of the original official note. When a parent responds, the entire official note should move up and appear based on the date when the reply was submitted. We have missed many parent messages.
