Allow "Awaiting" and "Requested" to show on the checklist dropdowns even after "Waived" or "Completed" were selected Merged

If "waived" or "completed" have been selected for a checklist item, we can no longer change it back to "awaiting" or "requested" by just using the dropdown.  It is inconvenient to have to go to the edit button and make the change there.
