Allow Committee Reviewers to Run Lists

We would love for our committee reviewers (not admins) to be able to run lists, specifically to filter by tags.

    Moreover we need a way to EXPORT all the reviews  [including the reviewer recommendations].  We are in a bind now:  we've had 29 reviewers review 1,300+ candidates and the ONLY way we can look at them is individually.   Crazy!
