There doesn't seem to be a way to tell if an Official Note was read by the candidate. It would be helpful to see if they're logging in and reading, or not logging in in which case we'll know to call or find another way to reach them. We'd like a date and time stamp when they open, and even better a time log that shows every time they open a message.
