Past candidates should not show up as enrolled

When an enrolled student withdraws from the school before ever attending, there should be a way to remove them from being "Enrolled" at the school. We do not want to have these kids listed for roles that they never actually had.

Accidentally Enrolled student still showing enrolled Merged

I would like for students who are accidentally enrolled in the school to no longer show up as enrolled once they are withdrawn.
