Make and applicant enter the Applicant Status as soon as their appication is processed without having to waive items. Merged

Right now, we'd like an inquiring family to be able to sign up for events and/or tours through their checklist before they apply; however we also want someone who applies to be able to sign up for these items too, so we don't want to have to waive them under the inquiry status in order to make a candidate an Applicant. Very frustrating.

    We put the signup for our events under the Applicant section, but as parents don't actually see the Status or the checklist sections, they aren't confused. Once they Inquire, they can do all of the application section in whatever order they wish, it just needs to be complete to move on and have them have the status of "Decision."
