If a form is declined in a non required checklist step, mark that step as Completed. Merged

We have families who are offered 'optional forms'. They may decline. This is also a non-required checklist step. When they decline the form, the checklist step status moves to 'awaiting' rather than 'completed'. This now puts the work on office staff to see if the form was declined and then process the checklist step as complete. This is a clunky task as the form is under academics>school forms and the checklist steps are in enrollment.

    I came to the idea bank to specifically state what Cheryl Quenneville has commented. In the past, we would require two signatures on some school forms. As expected, the form would not be marked complete until both parents signed. Our school later decided that only one parent signature would be necessary for some forms since that would expedite the process of getting the forms completed. Now, required forms show complete after one parent signed. However, if a form is optional and parents are permitted to decline the form, even if the form only requires one parent signature, if one parent declines, the system still shows the form as pending and will not show as complete until the second parent also declines. This basically forces both parents to login to "complete" the form which is what we were trying to avoid by changing from two parent signatures to one.

    Also, if both parent signatures are not required, and one parent has declined the form, mark the checklist step as completed.
