Change Date of Birth field on applcations to date picker instead of text input
DOB already has a date picker when editing user contact cards - it would make sense to apply that everywhere. It's also more convenient for parents filling out applications.

Add formatting expectation to DOB.
Merged Parents put their child's DOB in different ways (10/11/86, 10-11-1986, Oct. 11, 1986, etc.). If they know how they should enter it, it won't come up as an error.2

Instead of a date picker, I would suggest a date dropdown options for month, day, and year for digital accessibility purposes. The date picker is hard for screen readers programs and those relying solely on keyboard navigation to appropriately navigate the calendar feature.
