Checklist - can is say waived instead of complete

When a checklist item is waived on my end as the administrator it shows as complete on the parents end. This can be confusing to them because waived is different then complete.

We recently updated the status that shows to parents, so if an item is waived, the step will show the word "Waived" to the right of the step for the parent/applicant. The caveat here is that not all step types show the words "Completed" or "Waived" on the right side of the step, and instead only show the blue checkmark. Those items will still continue to show just the blue checkmark regardless of whether they were waived or completed. We're working on making this more consistent so that every step type shows the same information, but in the meantime, parents should be seeing Waived for the steps that do show it.
