Ability to Add a Fee to a Payment Type on a Contract Merged

I would like for there to be a way to add a Fee to a Payment Type on a Contract. For example if a user is paying with EFT (ACH) then there is a additional fee of 2% or Flat Fee which the Constituent is charged based on selecting the Payment Method.
