Allow current students to apply to HS in onBoard Merged

At our school current 8th graders must apply for the high school, and 60-80% of their 8th grade class will apply for the high school. onBoard will only allow new candidates or past students to apply, they see this as a *huge* issue with onBoard.

    WE have the same problem from pre school to 4K.  On Board sets up a new account for them as a candidate and then there are two entries for the same student.  I'm told I will have to delete the candidate entry next summer when I enroll the existing student entry (for historical purposes).  Anyone who wasn't accepted to 4K would just be graduated out like anyone not returning.  Defintiely a probelm  to have a student listed twice!
