Add Assignment Due Time Option

I would like to have it so that when you create Assessments, or Assignments, there is a place to put the due time. Right now you can add a due date, but not a due time.

Related ideas
This would be especially helpful for giving an in-class assessment. It can be "due" at the end of class to prevent students from working on it after that.
